A growing heavy civil contractor is seeking an experienced Heavy Civil Estimator to independently manage the bidding process for complex public and private infrastructure projects.

This is not an entry-level estimating position. We are looking for someone who understands construction means and methods, can think through a project from mobilization through completion, and can develop accurate, competitive estimates based on real-world field conditions.

Projects may include bridge and culvert work, dam rehabilitation, marine and waterfront construction, structural concrete, heavy excavation, site development, and public infrastructure.

Responsibilities

  • Review plans, specifications, geotechnical reports, and bid documents

  • Perform detailed quantity takeoffs and cost analysis

  • Develop complete estimates for labor, equipment, materials, trucking, subcontractors, and self-performed work

  • Evaluate construction sequencing, production assumptions, logistics, and means and methods

  • Develop bid strategies and identify project risks and opportunities

  • Solicit, review, and level subcontractor and supplier quotations

  • Participate in pre-bid meetings, site visits, and scope reviews

  • Prepare bid proposals and supporting documentation

  • Coordinate with project management and operations during pursuit and preconstruction

  • Support project turnover and operational planning following award

  • Help improve estimating systems, historical cost information, and production tracking

Qualifications

  • 5+ years of heavy civil construction estimating experience

  • Experience independently preparing competitive bids

  • Strong background in multiple heavy civil disciplines such as:

    • Heavy excavation and earthwork

    • Bridge or culvert construction

    • Dam or water infrastructure

    • Structural concrete

    • Marine or waterfront construction

    • DOT or other public infrastructure

  • Ability to read and interpret civil, structural, and geotechnical plans

  • Strong understanding of construction sequencing, equipment production, labor requirements, and field operations

  • Ability to analyze project risk and determine appropriate estimating strategies

  • Strong organizational and problem-solving skills

  • Comfortable working in an environment where responsibilities may overlap between estimating, project management, and operations

Preferred Qualifications

  • HCSS HeavyBid or similar estimating software

  • DOT/public works estimating experience

  • Experience with temporary works, dewatering, cofferdams, or complex site logistics

  • OSHA 30

  • Engineering or Construction Management background

The successful candidate will be practical, self-sufficient, detail-oriented, and capable of understanding both the numbers and the operational realities behind an estimate.
