Position Overview

Our client is seeking an experienced Project Manager to support the successful delivery of heavy civil, underground utility, roadway, and municipal construction projects throughout Connecticut.

Reporting to the Director of Construction Management, this position will play a key role in project controls, estimating, cost tracking, documentation, field coordination, subcontractor management, and construction administration. The ideal candidate will have a strong foundation in civil construction and the ability to work effectively across both office and field environments.

This is an opportunity for an experienced construction professional to take on increasing project management responsibility while working closely with senior leadership, superintendents, estimators, subcontractors, suppliers, surveyors, and municipal/public agency stakeholders.

Key Responsibilities

  • Support assigned projects from contract award through construction, billing, and final closeout.
  • Maintain accurate project documentation, including RFIs, submittals, purchase orders, change orders, material records, correspondence, punch lists, and closeout documents.
  • Prepare RFIs, submittals, purchase orders, meeting minutes, change documentation, project correspondence, and other project records.
  • Assist with project cost tracking, quantity accounting, production records, forecasting, payment requisitions, cost-plus documentation, and billing.
  • Perform quantity takeoffs and support estimating activities, including vendor and subcontractor solicitations, bid tabulations, and pricing.
  • Review plans and specifications and identify potential conflicts, missing information, constructability concerns, and discrepancies with field conditions.
  • Utilize AutoCAD to prepare and revise basic project sketches, layouts, exhibits, quantity plans, and as-built information.
  • Coordinate with superintendents and field personnel regarding schedules, approved submittals, materials, survey information, and project requirements.
  • Coordinate with subcontractors, suppliers, surveyors, utilities, and other project stakeholders.
  • Visit jobsites to observe progress, verify quantities, obtain field measurements, photographs, delivery records, and documentation supporting billing and change work.
  • Assist with material procurement, submittal tracking, certifications, and delivery coordination.
  • Collect and review subcontractor documentation, including certified payroll, insurance certificates, W-9s, compliance submissions, and payment documentation.
  • Support municipal and public agency compliance requirements, including CTDOT and local subcontractor approval requirements when applicable.
  • Assist with project portals, contractor qualification systems, and Call Before You Dig ticket administration.
  • Support punch list completion and project closeout, including final quantities, certifications, as-built updates, and subcontractor documentation.
  • Attend project and internal coordination meetings, document action items, and follow outstanding items through completion.
  • Promote and enforce company safety, quality, and project procedures.
  • Communicate project issues, missed commitments, schedule concerns, and changed field conditions promptly to the Director of Construction Management.

Qualifications

  • 7–10 years of relevant construction, engineering, or project management experience.
  • Strong background in heavy civil construction, underground utilities, roadway construction, municipal infrastructure, or related projects.
  • Strong foundation in civil engineering and/or construction management principles.
  • Bachelor’s degree in Civil Engineering, Construction Management, Project Management, or a related field preferred.
  • Professional Engineer (PE) or Licensed Surveyor (LS) designation highly preferred.
  • Working knowledge of construction plans, specifications, quantities, cost tracking, project documentation, and field coordination.
  • Experience working with subcontractors, suppliers, municipalities, engineers, surveyors, and other project stakeholders.
  • Proficiency with AutoCAD and standard construction/project management software.
  • Strong organizational, communication, problem-solving, and documentation skills.
  • Ability to balance office-based project administration with regular jobsite coordination.

Ideal Candidate

The ideal candidate is a hands-on construction professional who understands both the technical and administrative sides of heavy civil projects. They should be comfortable reviewing plans, tracking quantities and costs, coordinating with field teams, communicating with subcontractors, and identifying issues before they impact the project schedule or budget.

Candidates with experience in underground utilities, roadway/highway construction, sitework, municipal infrastructure, CTDOT projects, excavation, or other heavy civil construction will be especially well suited for this opportunity.
