Payroll Manager
About the Role
The Payroll Manager will oversee and support payroll operations for employees across the United States and Canada, ensuring accurate, timely, and compliant payroll processing in a complex multi-jurisdictional environment.
This is a highly hands-on leadership role responsible for end-to-end payroll operations, process optimization, compliance oversight, and team leadership. The ideal candidate will bring deep Canadian payroll expertise while also supporting day-to-day US payroll operations and tax compliance activities.
Key Responsibilities
Payroll Operations & Governance
- Develop, maintain, and improve payroll processes, procedures, and internal controls across US and Canadian operations.
- Oversee full-cycle payroll processing within Dayforce, including timecard audits, PTO tracking, payroll adjustments, multi-state and multi-provincial payroll administration, and payroll reporting.
- Ensure accurate and timely processing, reconciliation, and distribution of bi-weekly payrolls for both corporate and operational employee populations.
- Supervise and mentor payroll team members, including training, performance management, and workload prioritization.
- Identify and implement payroll system and process efficiencies to improve accuracy, scalability, and compliance.
Payroll Data, Reporting & Disbursements
- Manage payroll-related reporting, employee deductions, and compliance documentation.
- Oversee payroll disbursements, including benefits deductions, retirement contributions, garnishments, tax remittances, and other payroll adjustments.
- Resolve escalated payroll issues and support complex wage calculations and withholding requirements.
US Payroll Tax & Compliance
- Support US payroll tax compliance activities, including quarterly and annual filings (941s, W-2s, etc.).
- Ensure accurate and timely payroll tax remittances and compliance with federal, state, and local regulations.
- Coordinate responses to tax agency notices and payroll compliance inquiries.
Canadian Payroll Expertise
- Ensure compliance with all applicable Canadian payroll regulations and CRA requirements.
- Administer statutory deductions including Income Tax, CPP/CPP2, and EI.
- Manage provincial payroll tax requirements, including employer health taxes and related remittances.
- Oversee Workers’ Compensation compliance, reporting, and annual reconciliations.
- Ensure payroll calculations align with varying provincial employment standards, including statutory holiday pay and vacation pay requirements.
- Coordinate compliant issuance of Records of Employment (ROEs).
- Support year-end payroll activities including T4/T4A preparation and filings.
Audit & Corporate Support
- Assist with internal and external payroll audits.
- Support retirement plan administration and related compliance activities.
- Monitor legislative and regulatory payroll changes and implement required operational updates.
- Partner closely with finance and HR leadership on payroll initiatives and organizational changes.
Qualifications
- 10+ years of progressive payroll experience, including multi-jurisdictional US and Canadian payroll environments.
- 3+ years of payroll leadership or direct supervisory experience.
- Strong knowledge of Canadian payroll regulations and compliance requirements is essential.
- National Payroll Institute (PCP or PLP) designation strongly preferred.
- Experience with Dayforce preferred.
- Strong analytical, technical, and problem-solving capabilities.
- Excellent organizational skills with the ability to manage multiple priorities and deadlines in a fast-paced environment.
- Advanced communication and stakeholder management skills.
- Proficiency with Excel and payroll reporting tools.
- Ability to adapt within a growing, evolving organization.
