Position Grade (Full Time)The Civil Engineer position is responsible for managing the regulation of private land development projects, ensuring compliance with local, state and federal regulations. Work includes interacting with the public, regulatory and outside partner agencies, contractors, vendors and other Town departments.
This class within the organization aims to manage the regulation of private land development projects from concept through final project close-out to ensure they comply with local, state, and federal requirements, coordinate Public Works construction and development projects with other departments, divisions, agencies, consultants, and developers, and prepare and administer Town public works contracts, and review project plans.
Work includes interacting with the public, regulatory agencies, outside partner agencies, contractors, vendors, and all other departments within the town. With the diversity of assignments, the successful candidate will have the opportunity to get a unique breadth and depth of experience in the public works field, including design, construction, operations, and maintenance of town owned infrastructure. Specific areas are plan review, design, long-range infrastructure planning, construction inspection, contract writing, emergency operations support, and other relevant duties.
This class works under administrative and Professional Engineer supervision, developing and implementing programs within organizational policies and reporting major activities to executive-level administrators through conferences and reports.
Manage the regulation of various private land development projects from concept through final project close-out to ensure they comply with local, state, and federal requirements. Projects include but are not limited to subdivision plans, commercial plans, and single-lot development.
Review construction and engineering site plans; residential and commercial construction projects for compliance with codes, regulations, and Town standards while working with consultants and developers regarding plan approval and inspection problems; perform difficult or highly technical design or reviews of site or subdivision plans.
Reviews stormwater management for all projects to ensure compliance with the Virginia Department of Environmental Quality standards (DEQ) including reviewing Stormwater Pollution Prevention Plans (SWPPs), water quality compliance using the Virginia Runoff Reduction Method (VRRM), and stormwater flood and channel protection.
Reviews construction and engineering plans for compliance with Public Right of Way Accessibility Guidelines (PROWAG) under the Americans with Disabilities Act (ADA); reviews residential and commercial construction projects for compliance with codes, regulations, and Town standards while working with consultants and developers regarding plan approval and inspection problems; performs difficult or highly technical design or reviews of site or subdivision plans.
Manage Public Works permits, including but not limited to right-of-way permits, land disturbing permits, and construction permits.
Manages inspections of residential and commercial construction sites for compliance with approved plans and with Town codes and State law;
Manage Capital Improvement Projects for the Town of Vienna from the design phase to active construction through coordination with design consultants and construction contractors.
Works closely with the Planning and Zoning Department and the Department of Parks and Recreation.
Represents the department as directed before Council, Boards, Commissions, citizen groups, and individuals. This position provides DPW staff representation to the Planning Commission.
Provides guidance, technical assistance, code interpretation, and problem-solving through field inspections; performs administrative tasks related to engineering drawings and site inspections, documenting findings, and writing reports on construction activity.
Additional Duties:
Makes field inspections of work sites to evaluate the quality and scope of work performed, review work in progress, and ensure all work performed follows approved plans. Coordinates the work of outside contractors installing public improvements, monitors their work, and conducts the final inspections. Respond to citizen inquiries, resolve complaints, and establish priorities using superior customer service.
Assists with preparing applications to receive funding for projects from federal, state, and regional sources. Oversees the design and construction of these and other engineering-related Capital Improvement Projects (CIP and Virginia Department of Transportation [VDOT] projects).
Prepares technical specifications and construction cost estimates of projects; reviews all subdivision plot revisions concerning access, street location, site distance, utilities, storm drainage, stormwater management, water quality and traffic safety.
Maintains, develops, and recommends improvements to Town construction standards such as the Public Infrastructure Manual, Town Code, and other guiding documents on the Department of Public Works website.
Requires a Bachelor's Degree in Engineering or a closely related field and six years of administrative or managerial experience, most of which is preferred to be in public works-related planning and engineering or closely related experience.
Special Certifications and Licenses:Virginia's professional Engineer (PE) License is required for the Civil Engineer II level.
Engineers I and II must obtain the VDEQ Dual Combined Administrator for Erosion & Sediment Control and Stormwater Management within one year of hire.
FEMA Certified Floodplain Manager (CFM) is preferred.
